No, the trek to Kinner kailash is very hard and requires a lot of preparation and time which is not be possible to do during the trip. But we will be able to see the Kinner Kailash from Kalpa and Rekongpeo.
Yes, in case of emergency it is necessary as there are very limited ATMs after Rekongpeo, you will find one in Spello and Tabo before Kaza but it is advised to carry cash during the journey and it would be better if you withdraw the cash for yourself beforehand from main stations such as Shimla, Rampur or Reckongpeo.

You will find good network connection of Jio in and around Kaza but there are still places where the connectivity is very poor like upper villages in Spiti such as Komic, Langza, Kibber and the Pin Valley. But the situation is changing slowly and steadily.
